URGENT LATE BREAKING NEWS

JEFFERSON PARISH IS THREATENING TO TURN OFF POWER TO THE
NORTH BUILDINGS OF EACH COURTYARD AND MAKE PEOPLE RE-DO
THEIR ENTIRE RENOVATIONS

According to at least one unit owner (a/k/a - VICTIM), the
Jefferson Parish Electrical Inspection personnel have
advised this owner that they need to re-wire their entire
unit and the entire north buildings needs to be re-wired
and/or repaired to bring them up to current code, since
there was such catastrophic damage to those buildings that
lost their roofs.

This should not affect any of the "flood only" victims but
appears to affect the two north buildings and possibly the
west building in the front courtyard (where only part of the
roof was destroyed.

One of my sources at Fleur De Lis Construction company,
(which did the roof work on the buildings) says that any
time a home or building has more than 1/2 of the sheetrock
removed, the Parish makes them bring the electrical wiring
up to current code. Please note that when the roof work was
being done at FCC, the Parish offices were not even
re-opened after Katrina so no permits could be issued at
that time. The Parish has not made contractors who did
work, prior to their re-opening, come in and get permits for
work already done so there were no permits issued and no
inspection for the roof work but Fleur De Lis Construction
says there should be no problems with their work since the
Parish was not issuing permits and basically waived permits
and inspections for work done prior to the Parish reopening
around November 1, 2005. Fleur De Lis Construction did
their work in September/October 2005, prior to the Parish
re-opening.

Now, as far as individual units in both of the north
buildings are concerned, my understanding is that several
people have had their own electricians and electrical
contractors inspect their units and do certain repair work,
in the front courtyard north building and the rear courtyard
north building, and not one of these electrical inspections
said anything about having to re-do the wiring so hopefully
the "re-wiring" only affects the one unit and hopefully,
your individual inspections will suffice for Parish
inspections... but who knows?????

TO THE OWNERS IN THE ROOF DAMAGED NORTH BUILDINGS OF EACH
COURTYARD:

I SPOKE TO EARL SURGI, THE ACTUAL ELECTRICAL INSPECTOR
INVOLVED IN THIS ISSUE AND HE SAYS THAT IF YOU HAD YOUR
BUILDING, ELECTRICAL AND MECHANICAL PERMITS AND INSPECTIONS
AND THE PARISH APPROVED YOUR UNIT, THEN YOU ARE O.K., BUT IF
YOU DID NOT HAVE ALL OF THE PERMITS, THEN YOU MAY HAVE MAJOR
PROBLEMS!!!!!!

HIS CURRENT PLANS ARE TO PULL THE METERS TO THE NORTH
BUILDINGS AND MAKE SURE EACH UNIT OWNER HAS THEIR PROPER
PERMITS AND INSPECTIONS. HE FURTHER CLARIFIED THAT YOU MAY
NOT HAVE TO RE-WIRE YOUR ENTIRE UNIT... JUST BRING IT UP TO
CODE AS FAR AS REPAIRS ARE CONCERNED.

HE ALSO SAID THAT THE RE-WIRING (MENTIONED ABOVE) ONLY
AFFECTS THE ONE UNIT BUT THAT ALL FULLY GUTTED UNITS DO NEED
TO BE INSPECTED AND REPAIRED TO BRING ANY DEFICIENCIES UP TO
CURRENT CODE REGULATIONS.

IF YOU DID NOT HAVE ALL OF THE ABOVE MENTIONED PERMITS AND
IF YOU HAVE ALREADY RENOVATED YOUR UNIT OR YOU ARE IN THE
PROCESS OF RENOVATING YOUR UNIT... PLEASE CALL JEFFERSON
PARISH ELECTRICAL INSPECTION DIVISION AT 504-736-6935 AND
LET YOUR VOICE BE HEARD SO THAT THEY WILL STOP THEIR
PROPOSED PLANS OF SHUTTING OFF YOUR POWER AND MAKING YOU
RE-DO YOUR ENTIRE RENOVATIONS.

IF YOU DID HAVE ALL OF YOUR PERMITS AND INSPECTIONS, MAKE
SURE THEY DO NOT PULL YOUR METER IN THEIR ZEALOUSNESS.

EDITORIAL REPLY -

THERE MAY BE EVEN MORE PROBLEMS INVOLVING YOUR INSURANCE
SETTLEMENTS SINCE THE POSSIBLE RE-WIRING OR REPAIRS OF THE
COMMON ELECTRICAL ELEMENTS AND THE INDIVIDUAL UNITS WERE NOT
PUT IN THE ESTIMATES THAT CHET HINGLE AND THE BOARD
NEGOTIATED FOR EACH OF YOU. BASED ON COMMENTS IN ONE OF THE
LAST LETTERS FROM CHET HINGLE AND THE BOARD, THEY HAVE
ACCEPTED THE FINAL INSURANCE SETTLEMENT, SO IF THAT
SETTLEMENT IS BINDING, THE INSURANCE COMPANY MAY BE OFF THE
HOOK ON HAVING TO PAY FOR THE RE-WIRING OF THE BUILDINGS AND
UNITS.

MY SOURCE AT FLEUR DE LIS CONSTRUCTION SAYS THAT THERE MAY
BE A PROCESS TO DO A SUPPLEMENTAL INSURANCE CLAIM TO COVER
THE COST OF ANY WIRING UPGRADES THAT NEED TO BE DONE, BUT IT
ALL DEPENDS ON WHAT CHET HINGLE AND THE BOARD HAVE ALREADY
SIGNED.

I was out-of-town most of last week which is why you have
not received any newsletters and I also have another
newsletter that I was planning on issuing today but this
LATE BREAKING NEWS has postponed the planned newsletter till
later this week.
