Headline - GREAT NEWS!!! - FEMA APPROVES FCC
OWNERS FOR TRAILERS

The first of the FEMA trailers have arrived!!!!

Thanks to the diligence of a couple of displaced owners at
FCC, FEMA has APPROVED the rear yard
areas and parking lot area for temporary living trailers.
At least these owners will be able to "live" close to their
units while they are waiting for their units to be renovated
after they lost nearly everything due to the flood and storm
damage from Hurricane Katrina.

If you are tired of living with relatives, staying in a
motel room, living hundreds of miles away and you cannot
stay in your unit, please contact FEMA to get on the list
for a trailer since space may be limited.... but there is
still room for many more trailers, so call them TODAY at
1-800-621-FEMA. If you have any legal questions about the
trailer placement, please ask for the legal department which
will explain that the Federal Regulations concerning the
placement of trailers trumps the bylaws or local rules
during these disastrous times. Just like Chet Hingle put a
trailer in front of his home on Transcontinental Drive,
which is against "normal" parish rules, you can put a
trailer on YOUR property here at FCC, since you own
approximately 1/94th of the entire property... from Veterans
Blvd. to the I-10 canal!

EVEN MORE DELAYS FOR SOME UNIT OWNERS -

Some of the owners here at FCC can't even begin to rebuild
their units due to continuing LEAKS from the roof work
and/or from continuing pre-existing leaks in the brick
walls, which need to be repaired before they can even start
to put up their new insulation and sheetrock. I have
previously reported on some of the leaking brick walls
around FCC so please make sure to have
your outside brick wall inspected for leaks prior to
renovating your unit so that you will not have to re-do
parts of your renovation. The easiest way to "inspect" for
leaking bricks is to just look at the outside walls of your
building after it rains. If you can see a section of "wet"
bricks that is obviously much wetter than the surrounding
bricks, (See photo down below or on "The Fountain Of
Information" Webshots site), then you probably have excess
water penetration or infiltration which could adversely
affect your repairs/renovations. There is a relatively new
process that is inexpensive when compared to old fixes and
this process can and should be used on the bricks prior to
your repairs of your insulation could get wet inside of your
walls and cause new mold to start growing inside of your
walls.

EDITORIAL REPLY -

Chet Hingle originally told these owners that "THEY COULD
NOT HAVE A FEMA TRAILER" in the back parking lot since it
was against the bylaws... BUT SINCE CHET AND THE BOARD HAVE
CONTINUALLY IGNORED these same bylaws when THEY have
continually refused to let owners see the financial records
and meeting minutes, these diligent owners have also decided
to IGNORE CHET and asked FEMA to approve them for a
temporary living trailer.

Further, while Chet Hingle has been "hiding" around
$2,000.00 a month of your condo dues in the "Replacement
Account" at Metairie Bank (the balance in this account was
around $30,000.00 as of the last "Management Report" for
July 2005), HE HAS IGNORED OR DISMISSED THE COMPLAINTS OF
SEVERAL OWNERS ABOUT "WET" WALLS OR WATER COMING INTO THEIR
UNITS PRIOR TO HURRICANE KATRINA. These repairs COULD have
been made a long time ago but since these owners were not on
the Board and were not part of Chet's clique, he simply
ignored their complaints.

COURTYARD CHATTER -

WHERE ARE THE FINANCIAL RECORDS AND WHEN WILL CHET HINGLE
PUT OUT A NEW MANAGEMENT REPORT? -

Word around the Courtyard is that Chet Hingle told some of
the inquiring owners that the financial records were at "the
attorney's office" and that is why they could not look at
the records. I sure hope that Chet did not bring all of the
original records to "the attorney's office". That would be
pretty stupid!!!! Shouldn't he just make a copy and give
the copy to "the attorney's office"? What if "the
attorney's office" burns down or gets broken into? What if
an employee decides to steal a file... with FCC original
documents in it? Are you telling me that Chet did not keep
a copy for FCC records of the documents that he supposedly
turned over to "the attorney's office"?

THE BIG QUESTIONS AROUND THE COURTYARD - -

IS CHET LYING TO THE OWNERS AS ANOTHER WAY OF KEEPING THEM
FROM SEEING THE FINANCIAL RECORDS? IF THERE IS NOTHING TO
HIDE, WHY ARE CHET AND THE BOARD GOING TO SUCH GREAT LENGTHS
TO HIDE THE FINANCIAL RECORDS FROM THE OWNERS? AT A TIME
WHEN THERE ARE HUNDREDS OF THOUSANDS OF DOLLARS, AND
POTENTIALLY MILLIONS OF DOLLARS FLOWING INTO AND OUT OF THE
FCC BANK ACCOUNTS, THERE SHOULD BE FULL DISCLOSURE AND
TRANSPARENCY BY CHET AND THE BOARD... SO WHY ISN'T THERE
FULL DISCLOSURE AND TRANSPARENCY? WHAT IS GOING ON THAT
THEY ARE HIDING THE RECORDS FROM THE OWNERS? WHY DO ALL
THREE BOARD MEMBERS CONTINUE TO PARTICIPATE IN THIS
CONSPIRACY? ISN'T THERE EVEN ONE BOARD MEMBER WHO SEES THIS
AS WRONG??? ARE THEY SO INTIMIDATED BY CHET HINGLE THAT
THEY WALK LOCK-STEP BEHIND HIM, LIKE RATS FOLLOWING THE PIED
PIPER? (We all know what happened to those rats!)

IS IT A COINCIDENCE? -

At the rate that Chet and the Board are going at in dealing
with the insurance company's and getting you YOUR MONEY, it
could be months before many of the owners can even put a
down payment with their contractor. Another reason why the
FEMA trailers are so important to so many owners. Most
contractor's will not even put you on their list until you
pay a down payment... so until Chet and the Board do
something to get some advance money from each of the pending
claims, most owners will not have the financial resources to
pay the down payment to their contractor.

Is it a coincidence that the ONLY adjuster to pay an
advance, so far, was the adjuster that I dealt with?

That's right... if you remember, "The Fountain of
Information" was partly born out of one of Chet's initial
tirades when he told people that "Lenny is not the manager
here!". This tirade happened due to the fact that Chet was
not around FCC when the adjuster for the rear courtyard
flood victims showed up to inspect the premises. Since Chet
was not here and I did not want this adjuster to just leave
and maybe not come back for weeks, I decided to spend three
hours of my time walking this adjuster around the rear
courtyard and letting the adjuster into each of the units
that I had keys to... which was more than half of them at
that time. The adjuster was able to make a relatively
accurate assessment of damages, photograph and measure the
various 1, 2 and 3 bedroom units, map out the four buildings
and document how many of each 1, 2 and 3 bedroom units there
were in each building and map out their unit numbers.

The adjuster told me that he would have an estimate prepared
within a few weeks (which he did) and this adjuster quickly
submitted a request for an partial advance of the "OVER
$400,000.00 claim" which was paid to the Board and partially
disbursed to the rear courtyard downstairs unit owners.

This same adjuster was later told by Chet Hingle, not to
talk to or deal with anyone other than him and the Board.

IS CHET HINGLE SUCH A CONTROL FREAK OR SO INSECURE ABOUT HIS
ABILITIES THAT HE DID NOT WANT ANYONE ELSE TO KNOW WHAT WAS
GOING ON OR BE ABLE TO TAKE SOME CONTROL OF THEIR LIVES AND
FUTURES? IS THE BOARD SO INTIMIDATED BY CHET HINGLE THAT
THEY ARE AFRAID TO TELL HIM THE HE WORKS FOR THE OWNERS AND
MUST TELL THEM WHAT IS GOING ON? OR IS THE BOARD IN CAHOOTS
WITH CHET HINGLE IN SOME KIND OF CONSPIRACY TO HIDE MONEY OR
CONTROL THE LIVES OF THE VICTIMS OF HURRICANE KATRINA?

I GUESS WE'LL NEVER KNOW THE ANSWERS TO ANY OF THESE
QUESTIONS SINCE CHET AND THE BOARD HAVE REFUSED TO ANSWER
MOST QUESTIONS AND HAVE CANCELED THE ANNUAL OWNER'S MEETING
WHICH WAS TO TAKE PLACE THIS MONTH!!!!
